happened to a friend of mine while in Dublin ,unfortunately for them what they didn't realise was that my friend is a ninjutsu grandmaster ,as he said he stayed calm didn't say a word till was provoked and attacked didn't work out to well for the 4 youths that tried it.

Well that would be more intimidating. But how to work the throttle, clutch and axe at the same time?

You can carry the axe on your back with some sort of sling, I imagine.   Then when your stopped you balance yourself with your legs thereby freeing yourself to grab said axe and whack his head off.  Easy peasy.  I wouldn't hang around after that.
