I could be barking up the wrong tree entirely here but I seem to remember there was a post on here months ago about a number you could program into your mobile phone which would allow you in the event of the need to dial 999 to connect to the emergency services even if your phone had no signal because the specific area you were in was not covered by your service provider. Your phone would automatically re-route the call or something.

Am I dreaming this or what?

Came across a very serious incident/accident this afternoon whilst returning from Hawes and I had no phone signal which caused a minor delay in getting some ambulances out but I was later told by a motorist that even if you had no signal you could still call 999. I honestly do not know if this is true but common sense is telling me it has to be wrong, but you never know I guess these days with technology being what it is.

Anybody any ideas?

999 calls are routed through the mobile network but are not network specific.  In other words if you are on O2 and there is no O2 signal you can't make calls and your phone will tell you that there is no signal.  However, you can still make a 999 call if there is another network available, like vodaphone.

Obviously though if there are no networks available then you can't make any calls even 999.
