OC .... Use either Nik Wax "wash in" .... about £6 from Millets ... wash your garment by hand and add this to the water, rinse and hang it out to dry .. you can tumble some items on a low heat which is good for the Nik Wax to bed in or try FABSIL .. which I last used some time ago ... Hang your garment up OUTSIDE in the open .. and spray on generously .... it's like a silicone spray ... leave to dry.
I use both of these on all my outdoor dog walking jackets and its very good !

Agreed
Do not spray Fabsil on a jacket that is flat on a tiled floor. I nearly broke my neck the first time I walked on the floor afterwards

Why spend loads of money on supposedly waterproof Goretex products and then have to spray some sort of treatment on them?

The Gore material remains waterproof, but you wash it to get the muck out of the pores so it remains breathable.

Treatment is for the outer shell which isn't waterproof.  Basically you treat that so water beads off and doesn't soak in making it heavy and damp feeling.

Best way to wash the Gore stuff is (follow the instructions!) mild detergent followed by light tumble dry
