The main reason for hose pipe bans is the unwillingness of water companies to maintain leaky water pipes.
Fixing leaking pipes is expensive (digging up roads for instance) and lowers profits.
Since they don't pay for the amount of water they take out of dams they don't care how much of it disappears in the ground  and rather impose hose pipe bans and reduce water pressure so dams don't run dry. If they sell less water they just increase the price.
Just another benefit of privatisation.
