For wiring them google fog light wiring diagram with relay (images).You can have them with switch or run from ignition live.As for mounting i suppose its where ever you want to mount them.This guy has made some neat brackets http://forum.cog-online.org/accessories-c14/aux-light-attachment-to-front-struts/

If those are the 18W ones they will be too bright even for Daytime.
I had some but they leaked so replaced with 10W round ones.
